The boundaries of the one hundred (100) year floodplain as indicated on the zoning maps should be considered approximate. The provisions of this article may be waived by the decision making body where it is demonstrated through engineering analysis, field determinations or other appropriate data, that the precise one hundred (100) year floodplain boundary differs from that shown on the FEMA maps, and provided further, that FEMA approval and sign-off is first secured.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN /&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;(Ord. No. 4643, 1993.)&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN /&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;Sec. 26-58-030. - Development standards.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;The decision-making body shall be guided by the following standards, the purpose of which is to prevent the encroachment of flood waters on adjacent properties as well as preventing undue increase in flood heights and danger to life and property within this district and adjoining districts:&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN /&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;(a)Any structure permitted shall be constructed in accordance with the provisions of Chapter 7B of the Sonoma County Code.(b)Where, in the opinion of the planning director, or other decision-making body, topographic data, engineering studies or other studies are needed to determine the effects of flooding on a proposed structure, or the effect of the structure on the floodway, the applicant may be required to submit such data or studies prepared by competent engineers or other technicians.(c)In combining the F2 district with one or more other zoning districts, new residential, commercial and industrial structures will be permitted, if designed, constructed and utilized so that appreciable damage will not occur from the selected flood and provided that such structures comply with the flood protection regulations established in Chapter 7B of the Sonoma County Code. On parcels not being subdivided nor involving more than a one (1) acre development site, the Sonoma County water agency will assist applicants for building permits in locating the flood profile levels. Subdivisions will be allowed, provided that all of the area to be subdivided is filled to the elevation of the selected flood profile level prior to platting.(d)Within the Laguna de Santa Rosa, a "zero net fill" policy shall be enforced whereby no fill should be placed in the Laguna unless an engineering analysis demonstrates that no reduction in flood storage capacity would result from the placement of fill. For purposes of this article, the "Laguna" shall be defined as the Laguna de Santa Rosa and tributaries thereto which are designated as AE on the most recent FEMA maps.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;(Ord. -- Official Zoning Database -- The F2 - Floodplain Combining District is an authoritative layer, represented in the Official Zoning Database (OZD). The OZD was adopted by the Sonoma County Board of Supervisors on June 12, 2007, and became codified on July 12, 2007.
Zoning datasets are continually being reviewed (for consistency and quality control) and if needed, technical corrections per BOS approval on a parcel-by-parcel basis.
FEMA Revision History To-Date:
1st FEMA DFIRM REVISION: The dataset incorporates the April 23, 2012 adopted Base Flood Elevation (BFE) modifications along the Colgan, Naval and Roseland Creeks, in and around the City of Santa Rosa. The adopted BFE's modification became effective October 16, 2012. The modification resulted in 207 parcels being impacted and as a result, triggered updates to the Official Zoning Database (OZD) as a "Technical Correction Round 4." 2nd FEMA DFIRM REVISION: The dataset incorporates the Preliminary April 30, 2012 and Revised Preliminary June 2013 adopted Base Flood Elevation (BFE) modifications along the Petaluma, Adobe, Capri, Caronoa, E. Washington, Lynch, Washington and Willow Brook Creeks, in and around the City of Petaluma. The adopted BFE's modification became effective February 19, 2014.The modification resulted in 44 parcels being impacted and as a result, triggered updates to the Official Zoning Database (OZD) as a "Technical Correction Round 5." 3RD FEMA DFIRM REVISION: The dataset incorporates the Preliminary July 30, 2014 adopted Base Flood Elevation (BFE) modifications along the San Francisco Bay, in and around the City of Petaluma. The adopted BFE's modification became effective October 2, 2015. The modification resulted in 47 parcels being impacted and as a result, triggered updates to the Official Zoning Database (OZD) as a "Technical Correction Round 5." 4TH FEMA DFIRM REVISION: The dataset incorporates the Preliminary July 29, 2015 adopted Base Flood Elevation (BFE) modifications along the coastline of Sonoma County, including mouth of Russian River called Ocean Pacific Coast (OPC) Study. The adopted BFE's modifications became effective March 7, 2017. The modification resulted in 247 parcels being impacted and as a result, triggered updates to the Official Zoning Database (OZD) as a "Technical Correction Round 6." 5TH FEMA DFIRM REVISION: The dataset incorporates the Preliminary May 15, 2020 adopted Base Flood Elevation (BFE) modifications along Bellevue-Wilfred Flood Control Channel, Hunter Creek, Hunter Lane Channel, Moorland Creek, Todd Creek, Todd Creek East Fork, Todd Creek Tributary 1, and Todd Creek Tributary 2. The adopted BFE's modifications became effective July 19, 2022. The modification resulted in 388 parcels being impacted and as a result, triggered updates to the Official Zoning Database (OZD) as a "Technical Correction Round TBD." The impacted FIRM Panels are as follows: 06097C0716G, 06097C0717G, 06097C0737G, 06097C0738G, 06097C0739F, 06097C0743G, 06097C0876F, 06097C0877F.
___________________________________ When FEMA revises an FIS, adjacent studies are checked to ensure agreement between flood elevations at the boundaries. Likewise flood elevations at the confluence of streams studied independently are checked to ensure agreement at the confluence. The FIRM and the FIS are developed together and care is taken to ensure that the elevations and other features shown on the flood profiles in the FIS agree with the information shown on the FIRM. However, the elevations as shown on the FIRM may represent rounded whole-foot elevations. They must be shown so that a profile recreated from the elevations on the FIRM will match the FIS profiles within one half of one foot.
This is the best representation of the FEMA data and the FEMA maps are to be consulted as the primary Flood determination resource. Flood determinations are conducted on a PARCEL-BY-PARCEL basis by PRMD Engineering Division, Storm Water Section.</suppInfo>

The National Flood Hazard Layer (NFHL) data incorporates all Flood Insurance Rate Map (FIRM) databases published by the Federal Emergency Management Agency (FEMA), and any Letters of Map Revision (LOMRs) that have been issued against those databases since their publication date. It is updated on a monthly basis. The FIRM Database is the digital, geospatial version of the flood hazard information shown on the published paper FIRMs. The FIRM Database depicts flood risk information and supporting data used to develop the risk data. The primary risk classifications used are the 1-percent-annual-chance flood event, the 0.2-percent-annual-chance flood event, and areas of minimal flood risk. The FIRM Database is derived from Flood Insurance Studies (FISs), previously published FIRMs, flood hazard analyses performed in support of the FISs and FIRMs, and new mapping data, where available. The FISs and FIRMs are published by FEMA. The NFHL is available as State or US Territory data sets. Each State or Territory data set consists of all FIRM Databases and corresponding LOMRs available on the publication date of the data set. The specification for the horizontal control of FIRM Databases is consistent with those required for mapping at a scale of 1:12,000. This file is georeferenced to the Earth's surface using the Geographic Coordinate System (GCS) and North American Datum of 1983.
FEMA Summary:
The FIRM is the basis for floodplain management, mitigation, and insurance activities for the National Flood Insurance Program (NFIP). Insurance applications include enforcement of the mandatory purchase requirement of the Flood Disaster Protection Act, which "... requires the purchase of flood insurance by property owners who are being assisted by Federal programs or by Federally supervised, regulated or insured agencies or institutions in the acquisition or improvement of land facilities located or to be located in identified areas having special flood hazards, " Section 2 (b) (4) of the Flood Disaster Protection Act of 1973. In addition to the identification of Special Flood Hazard Areas (SFHAs), the risk zones shown on the FIRMs are the basis for the establishment of premium rates for flood coverage offered through the NFIP. The FIRM Database presents the flood risk information depicted on the FIRM in a digital format suitable for use in electronic mapping applications. The FIRM Database serves to archive the information collected during the Flood Risk Project.
FEMA Use Limitations:
The hardcopy FIRM and FIRM Database and the accompanying FIS are the official designation of SFHAs and Base Flood Elevations (BFEs) for the NFIP. For the purposes of the NFIP, changes to the flood risk information published by FEMA may only be performed by FEMA and through the mechanisms established in the NFIP regulations (44 CFR Parts 59-78). These digital data are produced in conjunction with the hardcopy FIRMs and generally match the hardcopy map exactly. Acknowledgement of FEMA would be appreciated in products derived from these data.

With new mapping, FEMA plans to maintain full detail in the spatial data it produces. However, older information is often transferred from existing maps where some generalization has taken place. Flood risk data are developed for communities participating in the NFIP for use in insurance rating and for floodplain management. Flood hazard areas are determined using statistical analyses of records of river flow, storm tides, and rainfall; information obtained through consultation with the communities; floodplain topographic surveys; and hydrological and hydraulic analysis. Generally, regulatory water surface elevations and/or regulatory floodways are published only for developed or developing areas of communities.
