<idAbs>&lt;DIV STYLE="text-align:Left;"&gt;&lt;DIV&gt;&lt;DIV&gt;&lt;P&gt;&lt;SPAN&gt;The &lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;font-weight:bold;"&gt;Permit Sonoma GIS Parcel Base &lt;/SPAN&gt;&lt;SPAN&gt;dataset represents unincorporated lands within the County of Sonoma, California AND was prepared per use in &lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;font-weight:bold;"&gt;Mapping Study and Analysis for Onsite Wastewater Treatment Systems&lt;/SPAN&gt;&lt;SPAN&gt;**.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;The parcel layer was digitized from official Assessor Parcel (AP) Maps which were originally maintained on mylar sheets and/or maintained as individual Computer Aided Design (CAD) drawing files (e.g., DWG). The CRA office continues to maintain the official AP Maps in CAD drawings and Information Systems Department/Geographic Information Systems (ISD/GIS) staff apply updates from these maps to the seamless parcel base in the County’s Enterprise GIS.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;The primary difference between Sonoma County Information Systems Department/Geographic Information Systems (ISD/GIS) maintained parcel base and Permit Sonoma GIS Parcel Base is as follows:&lt;/SPAN&gt;&lt;SPAN /&gt;&lt;SPAN /&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;1. Not seamless - placeholders and incorporated (city) lands have been omitted (Note: there are 9 cities within the County of Sonoma)&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN /&gt;&lt;SPAN&gt;2. &lt;/SPAN&gt;&lt;SPAN&gt;&lt;SPAN&gt;Due to the sensitivity of land development dependent data (General Plan Land Use, Base Zoning, Combining Districts/Zones), parcel adjustments by County of Sonoma - Clerk Recorder Assessor (CRA) and represented in Information Systems Department/Geographic Information Systems (ISD/GIS) seamless parcel base are regularly reviewed. Parcel rectification is justifiable per lot line adjustments, mergers, splits &amp;amp; subdivisions. In the case of severe adjustments and/or errors, an entire area and/or single parcel will be swapped. The dataset's origin is based on fiscal year 2005/06 seamless parcel base.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN /&gt;&lt;SPAN /&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;&lt;SPAN&gt;** &lt;/SPAN&gt;&lt;/SPAN&gt;&lt;SPAN STYLE="font-style:italic;font-weight:bold;"&gt;Mapping Study and Analysis for Onsite Wastewater Treatment Systems&lt;/SPAN&gt;&lt;SPAN&gt;With &lt;/SPAN&gt;&lt;SPAN&gt;&lt;SPAN&gt;various OWTS-related regulations, especially the Russian River pathogen TMDL, the Board of Supervisors of Sonoma County decided to fund an OWTS-focused, county-wide mapping study. In 2021, the Board allocated $250,000 for the development of a high-level mapping study and analysis to identify areas within Sonoma County with low, moderate and high densities of septic infrastructure, where that infrastructure is located in relation to new or foreseeable TMDLs imposed by the State Water Quality Control Board, and where if geographically, politically and economically feasible, existing or new special service district or wastewater management district boundaries could be created or modified to allow for the management and support of community wastewater needs, including but not limited to, sewer conveyance and treatment, individual and shared septic systems, and alternative wastewater treatment technologies.&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>
<idPurp>Since the GIS data was developed for planning purposes and use in publication of maps and/or database creation, the data is for illustrative purpose only and is not suitable for parcel specific decision making. Therefore, the GIS data presented herein are approximations and further land development determination is at the discretion of the PRMD planning staff which may require a parcel specific site review (to draw parcel specific conclusions). rules and regulations are set forth to achieve and maintain such levels of air quality as will protect human health and safety; prevent injury to plant and animal life; avoid damage to property; and preserve the comfort, convenience and enjoyment of the natural attractions of the California North Coast Air Basin.
The Bay Area Air Quality Management District is committed to achieving clean air to protect the public's health and the environment in the San Francisco Bay region. The Air District aims to: 1) attain and maintain air quality standards, 2) increase public awareness of positive air quality choices, and 3) develop and implement protocol and policies for environmental justice.
It is the intent of all air pollution control districts and air quality management districts in the California North Coast Air Basin to adopt and enforce rules and regulations which assure that reasonable provision is made to achieve and maintain state and federal ambient air quality standards for the area under their jurisdiction and to enforce all applicable provisions of State law.

<attrdef>The Area &amp; Specific Plan dataset represents local communities subject to the Sonoma County General Plan 2020 Land Use Element Policy LU-1a as adopted on September 23, 2008 by Resolution No. 08-0808. There were 16 local communities which a were subject to the specific and area plan development policies. Each community is unique and therefore, has particular policies and goals which assist in governing development potential. However, as of December 25, 2014, eight of the 16 area and specific plans were repealed by the Board of Supervisors in support of approving of the Riparian Corridor (RC) Combining Zone on 11/24/2014. Those areas were: Hessel Area Plan, Lower River Area Plan, North Santa Rosa Specific Plan, North Sonoma Valley Area Plan, South Sonoma Valley Area I &amp; II Area Plans, West Santa Rosa Area Plan and West Sebastopol Specific Plan. An Area or Specific Plan may establish more detailed policies affecting proposed development, but may not include policies that are in conflict with the Sonoma County General Plan 2020. Where there appears to be a conflict between the General Plan and any Area or Specific Plan, the MORE RESTRICTIVE policy or standard shall apply. The remaining specific and area plan policies and goals are as follows: Airport Industrial Specific Plan: The boundary polygon represents the Sonoma County Airport Industrial Area Specific Plan adopted by Resolution #84-2213 on October 30, 1984. The boundary polygon identifies the specific plan and a master environmental area to assess the future use of 770 acres involving the Airport Boulevard planning area in the vicinity of the Sonoma County Airport.
Bennett Valley Area Plan: The boundary polygon represents the Bennett Valley Area Plan adopted by Resolution #63206A on February 27, 1979 and modified by Resolution #93-0337 on March 9, 1993. The goals of the Bennett Valley Area Plan was to retain and enhance the rural character, protection of agriculture as well as to reflect the environmental and economic constraints, suitability and sensitivity of the study area in determining the location and intensity of development. The boundary of the Bennett Valley Area Plan was revised/expanded to correspond with the Design Review Area by Resolution #11-0461 adopted on August 23, 2011.
Franz Valley Area Plan: The boundary polygon represents the Franz Valley Area Plan adopted by Resolution #63602 on April 17, 1979 and modified by Resolution #93-0337 on March 9, 1993. The purpose, goals and policies of the Franz Valley Area Plan was the creation of a citizens committee to focus on discussions of issues and goals. The committee policies were used in the formulation of the land use and open space plans, which are the primary means of implementing the Franz Valley Area Plan. The 1993 revisions of the Franz Valley Area Plan did not include an exhaustive evaluation or reconsideration of the policies or designations contained in the plan. The scope of the revisions was limited to that necessary to achieve General Plan consistency.
Penngrove Area Plan: The boundary polygon represents the Penngrove Area Plan adopted by Resolution #84-675 on April 10, 1984 and modified by Resolution #93-0337 on March 9, 1993. The Penngrove Area Plan was created to re-evaluate residential densities within the Penngrove sewer service area. The plan boundary was extended beyond the immediate community to include the surrounding area where no previous specific plan had been undertaken. The Penngrove Area Plan is organized to serve as an Environmental Impact Report.
Petaluma Dairy Belt Area Plan: The boundary polygon represents the Petaluma Diary Belt Area Plan adopted by Resolution #85-2789 on December 17, 1985 and modified by Resolution #93-0337 on March 9, 1993. The goals and policies of the Petaluma Diary Belt Area Plan was intended to resolve differences between the adopted 1974 zoning and the goals, policies, and projections for the same area specified in the 1978 County General Plan. The Petaluma Dairy Belt Area Plan is organized to serve as an Environmental Impact Report.
Sonoma Mountain Area Plan: The boundary polygon represents the Sonoma Mountain Area Plan adopted by Resolution #61105 on June 20, 1978 and modified by Resolution #93-0337 on March 9, 1993. The Sonoma Mountain Area Plan was created out of response to concerned citizens over major land divisions proposed within the area. The plan methodology focuses on analysis of existing land use patterns and commitments, and the analysis of the environmental opportunities and constraints within the area. The Sonoma Mountain Area Plan is organized to serve as an Environmental Impact Report. The boundary of the Sonoma Mountain Area Plan was revised to remove the area that overlapped the Bennett Valley Area Plan by Resolution #11-0461 adopted on August 23, 2011.
South Santa Rosa Area Plan: The boundary polygon represents the South Santa Rosa Area Plan adopted by Resolution #71691 on May 4, 1982 and modified by Resolution #93-0337 on March 9, 1993. The Flood-Prone Urban Area is defined in the county code as: "The area within the boundaries defined on the north by River Road; on the west by the easterly boundary of the Laguna de Santa Rosa to its intersection with Highway 12 and continuing with the easterly limit of the city of Sebastopol to Highway 116; on the south by Highway 116 to its intersection with Old Redwood Highway then south to East Cotati Avenue and east to its intersection with Petaluma Hill Road; and on the east by Petaluma Hill Road, north to Highway 12 then west to Highway 101 and north to River Road."</attrdef>

Redevelopment agencies exercise governmental functions and powers under the provisions of the Community Redevelopment Law (CRL), Health and Safety Code Sections 33000 et seq. of the State Constitution. Enacted shortly after the end of World War II, refined over the decades and tested in the courts, the CRL has provided a means by which cities and counties can address deteriorating physical, economic and social conditions in urbanized areas at the local level. It has become a primary tool for rehabilitation of housing stock, revitalization of business environments, creation of jobs, and for gaining the participation and investment of the property owners, business owners and residents of designated project areas. Through redevelopment, a project area will receive focused attention and financial investment to reverse deterioration trends in areas where the private sector is less inclined to invest without government assistance.
A redevelopment agency must establish a designated project area before it can undertake any of the activities allowed under the CRL. Sonoma County established its Community Redevelopment Agency in 1984 and, later the same year, completed the process of designating its first two project areas; the Roseland and The Springs (Sonoma Valley) project areas. The County's newest project area on the lower Russian River was approved in July of 2000.

Roseland Redevelopment Plan
The boundary polygon represents the Roseland Redevelopment Plan adopted by Resolution # 84-2347 on November 27th, 1984.
The primary objective of the Roseland Plan has been to improve the area's infrastructure, primarily Sebastopol Road. The Project's focus is now being turned to affordable housing and mixed-use development opportunities.

Russian River Redevelopment Plan
The boundary polygon represents the Russian River Redevelopment Plan adopted by Resolution # 5249 on July 18th, 2000. The Russian River Redevelopment Plan states twenty-three Specific Goals and Objectives that include: restoration and expansion of the Project Area as a desirable visitor and tourist destination; revitalization, as appropriate, of the Project Area's businesses and business districts; enhancement and protection of the physical environment and sensitive habitat areas; preservation and enhancement of architecturally and historically interesting buildings and neighborhoods; improvement of substandard housing conditions; improvement of streets to ensure safe motor vehicle, bicycle and pedestrian movements; upgrading and improvement of utility services to reduce power outages; assistance in the repair, expansion or development of sewer facilities; and assistance to public safety entities in the provision of capital facilities and equipment to serve the Project Area and environs. - - - -
The Springs (Sonoma Valley) Redevelopment Plan
The boundary represents the The Springs (Sonoma Valley) Redevelopment Plan adopted by Resolution # 84-3379 on November 27th, 1984. The Springs (Sonoma Valley) Redevelopment Plan has three primary Goals:
1. Create for the Sonoma Highway commercial district an efficient, attractive and identifiable commercial neighborhood in which existing and new commercial establishments and professional offices can capture a share of the growing market demand for goods and services in the area. 2. Alleviate deterioration in residential neighborhoods in order to stabilize and enhance the quality of the Project Area neighborhoods. 3. The standards and regulations include local, state, and federal. Prohibition areas are created due to extreme site limitations that affect the ability to construct a code compliant septic system. Site limitations include high ground water conditions, excessive slopes, and small lots where well and stream setbacks cannot be met, and other site constraints that prevent a septic system from being installed in accordance to adopted standards and regulations. There are currently 16 Waiver Prohibition Areas in Sonoma County:
Camp Meeker is the boundary of the area affected by Resolution No. 98-0102, revising a prohibition against waivers to on-site sewage disposal regulation in the community of Camp Meeker.
Canon Manor is the boundary of the area affected by an Ordinance (unknown number) adopted on 4/5/88, to address the problem of contamination of the aquifer in the area of the Canon Manor subdivision.
Carmet is one of the boundaries of the area affected by Resolutions 70173, 70174, &amp; 70175 and a Joint Agreement between the Sonoma County Department of Health Services and the North Coast Regional Water Quality Control Board dated May 25, 1979, relating to the coastal subdivisions of Carmet, Rancho del Paradiso, Salmon Creek, Sereno del Mar, and the community of Jenner.
Happy Acres is the boundary of the area affected by regulations per Sonoma County Code, Chapter 7 and the North Coast Regional Water Quality Control Board Basin Plan.
Jenner is one of the boundaries of the area affected by Resolutions 70173, 70174, &amp; 70175 and a Joint Agreement between the Sonoma County Department of Health Services and the North Coast Regional Water Quality Control Board dated May 25, 1979, relating to the coastal subdivisions of Carmet, Rancho del Paradiso, Salmon Creek, Sereno del Mar, and the community of Jenner.
Monte Rio Wastewater Pollution Control Area is the boundary of the area affected by Resolution No. 97-0516 adopted on April 22, 1997 prohibiting waivers to on-site sewage disposal regulations in the Monte Rio Area.
Penngrove - South Cotati is the boundary of the area affected by Resolution 63649, dated April 24, 1979, designating a waiver prohibition area of wet-weather percolation test requirements within the area rezoned by the Penngrove/South Cotati rezoning study.
Petaluma Nitrate is the boundary of the area affected by Ordinance No. 2607, an urgency ordinance to address the problem of contamination of the West Petaluma aquifer with nitrate. On July 13, 1982, the Board of Supervisors approved Ordinance No. 3019, REPEALING and AMENDING PORTIONS of Ordinance No. 2607. As with the former ordinance, urgency remained on establishing well and septic systems standards per nitrate contamination within the unincorporated area of Petaluma. Rancho del Paradiso is one of the boundaries of the area affected by Resolutions 70173, 70174, &amp; 70175 and a Joint Agreement between the Sonoma County Department of Health Services and the North Coast Regional Water Quality Control Board dated May 25, 1979, relating to the coastal subdivisions of Carmet, Rancho del Paradiso, Salmon Creek, Sereno del Mar, and the community of Jenner.
Russian River Meadows (aka Rien's Beach) is the boundary of the area affected by Sonoma County Code Sections 7-12 (I) et seq, and the North Coast Regional Water Quality Control Basin Plan as currently revised, which precludes the creation of a health hazard due to the surfacing of sewage effluent from individual sewage disposal systems and contamination of the ground and surface waters of the State.
Salmon Creek is one of the boundaries of the area affected by Resolutions 70173, 70174, &amp; 70175 and a Joint Agreement between the Sonoma County Department of Health Services and the North Coast Regional Water Quality Control Board dated May 25, 1979, relating to the coastal subdivisions of Carmet, Rancho del Paradiso, Salmon Creek, Sereno del Mar, and the community of Jenner.

South Wright is the boundary of the area affected by Sonoma County Code, Chapter 25B, and Sonoma County Code, Chapter 7 (findings established 1982-83), which establishes minimum measures to protect the health of the public and the groundwater aquifer within the area. In addition, there is a Prohibition for On-site Sewage Disposal Systems and Special Measures for Correction of Contaminated Individual Water Wells - South Wright Area. This area has been mapped and referred to as South Wright Septic Ban Area. Thomas Larkin Woods, Unit 1 is the boundary of the area affected by a Joint Innovative System Agreement, and the North Coast Regional Water Quality Control Board Basin Plan, which is intended to preclude a hazard to the community water system in Unit 1 of Thomas Larkin Woods Subdivision.
Westvue Meadows is the boundary of the area affected by direction from the North Coast Regional Water Quality Control Board, dated January 4, 1978, the North Coast Basin Plan, Sonoma County Code Chapter 7, and the Uniform Plumbing Code to insure adequate protection of the ground water aquifer.

<attrdef>Geographical areas where rainfall data is collected and tracked for purposes of determining when wet weather percolation testing and ground water observations and can be conducted within Sonoma County. Each wet weather zone is unique in its accumulation of rainfall. Depending on your location in the county rainfall will vary. As an example you will see much more rainfall in the Cazadero area then you would see on the Santa Rosa plain due to many factors including microclimate variables, elevation, orientation and slope of terrain, and rain shadow influences. Each zone has a historical rainfall measured in inches that PRMD tracks and uses for the opening of wet weather testing periods for percolation testing and ground water elevation observations. The "Memorandum of Understanding" with the State of California Regional Water Quality Control Board allows for wet weather percolation groundwater testing between January 1 and March 1, and after having received 50% of the average rainfall for the geographic area. A property which is located within 2,500 feet of a dividing line between groundwater determination zones is considered to be in either of the zones. This determination can be made by PRMD Well &amp; Septic staff.

(A - M) Construction type refers to the structural characteristics of a building. The letters A, B, C, D, and S are used to designate five different structural types recognized by the building trades. Shape is a consideration in the classification of single-family residences. Shape classification considers any cost differences that may arise from variations in the building outline. Buildings of the same design type, construction type, quality, and size will cost different amounts per square foot if they are of differing shapes. These cost differentials may be due to one or more of the following causes: 1. Differences in the number of corners for a given area. 2. Differences in the number of roof valleys and ridges for a given area (cut-upness). 3. Differences in the ratio of exterior wall area to floor area. There are four shape designations: A, B, C, and D, with D the most irregular. There is no shape classification for apartments. Location Adjustments provide an appropriate adjustment for the variance in costs due to differences in location compared to the base which for the CA BOE was the four county area of Sacramento, Yolo, and the western portions of El Dorado and Placer. Value: Class A Construction Type
Description: Class A buildings have structural steel frames which are fireproofed by encasing them in concrete or by spraying them with fireproofing material. Floor and roof structures are built of reinforced concrete. Walls are filler or curtain type and may be built of brick, concrete, aluminum, glass, or any other noncombustible material. Multiple-story office or hotel buildings are typical Class A buildings.
Value: Class B Construction Type
Description: Class B buildings have a framework built of reinforced concrete columns and beams. As in Class A buildings, the floor and roof structures are built of reinforced concrete and the walls are built of noncombustible materials. Typical Class B buildings are multiple-story office buildings, hotels, and stores.
Value: Class C Construction Type
Description: Class C buildings have masonry-type exterior walls. Floor structures may be built of wood frame or poured concrete. Roof structures are wood frame. The walls may be either a continuous bearing wall system or a pilaster and bond beam frame with a masonry filler or curtain wall. The masonry may be brick, tile, stone, or concrete, either poured in place or tilt-up. Interior partitions are usually wood frame. Class C buildings are usually restricted in height. They are used generally as stores, supermarkets, garages, and warehouses, and sometimes as offices or residences. Structural members may be wood or steel trusses, steel girders, or laminated wood beams.

Description: Class D buildings have wood-frame construction such as that generally encountered in residences. The frame is usually made of two-by-four or two-by-six vertical studs, spaced about sixteen inches apart, with horizontal top and bottom plates. The exterior finish or skin may be wood siding, shingle, stucco, masonry veneer, or sheet metal. Class D construction seldom exceeds three stories.
