For each of these SB450 dictated which end of the spectrum was of importance. High percentage of people with limited ability to speak English, Lack of a vehicle at a household, Disability status, High number of citizens not yet registered to vote, and lower income household are the subject of the demographic aspect of SB 450.</SPAN></P></DIV></DIV></DIV>
