Layer was created to be used by the Registrar of Voters to aid in the determination of ballot drop box locations and voter information center locations in the upcoming 2020 election. Buffer distances were created around voter population centers using 1 mile, 2 miles, 3 miles, 5 miles, 10 miles, and 20 mile intervals. The closer to a voter population center the higher need for a ballot drop box or voter information center in the area to reduce distance travelled. Voter population centers were determined using the methodology used by Sacramento County outlined here (https://sacramentocounty.maps.arcgis.com/apps/MapJournal/index.html?appid=7d522d534df849e58c11418566919472#). As noted the criterion in the Senate Bill does not clarify what threshold qualifies as a \"Population Center\". Due to the demographic differences of Sacramento County and Sonoma County the parameters for the method used were slightly different. In this layer a population center is defined as any area with greater than 1,000 voters per cluster. <\/SPAN><\/P>
